Governor Allen has delivered his final State of the Commonwealth speech -- or, as he put it last night, "at least in this century."

With that hint that his political career isn't over, Allen spent about 45 minutes highlighting the accomplishments of his administration.

That, after a failed Republican attempt to have the three G-O-P victors of Tuesday's special elections installed.
The State Board of Elections will not certify the results of their elections until tomorrow.
