SOUND-UP: CLINTON TAKING PODIUM AT WHITE HOUSE.
The President has not said a public word about the controversy since late last week.
But this morning, at a White House event on the subject of education and child care...a misty eyed Bill Clinton shifted gears and attacked the allegations head on.

(SOT, PRESIDENT CLINTON): I WANT TO SAY ONE THING TO THE AMERICAN PEOPLE...I

WANT YOU TO LISTEN TO ME...I DID NOT HAVE SEXUAL RELATIONS WITH THAT WOMAN...MS. LEWINSKY...I NEVER TOLD ANYBODY TO LIE...NOT A SINGLE TIME, NEVER...THESE ALLEGATIONS ARE FALSE...AND I NEED TO GO BACK TO WORK FOR THE AMERICAN PEOPLE.
It seemed unequivocal.
And all of this set against the looming political backdrop of tomorrow's State of the Union address...and whether or not it will be overshadowed by the allegations that Clinton had an affair with former White House intern, Monica Lewinsky...and told her to cover it up.
A federal grand jury is expected to begin hearing testimony on all this tomorrow. As of this morning, Lewinsky had yet to cut a deal with independent counsel, Kenneth Starr...for immunity from prosecution.
BITE 09:01 (WILLIAM GINSBURG/LEWINSKY'S ATTORNEY): HE KNOWS THAT I WANT ESSENTIALLY FULL IMMUNITY...HE KNOWS THAT I WANT AND WILL ACCEPT NOTHING LESS THAN A PROMISE NOT TO PROSECUTE.
Lewinsky has already sworn an affidavit in the Paula Jones sexual harassment case...denying a sexual relationship with the President...but her lawyer's been suggesting that her story could change.
