A phone call about a bomb threat in Richmond yesterday was answered with an arrest.

The federal court building that houses the U-S district court for Richmond and the Fourth U-S Circuit Court of Appeals was evacuated yesterday afternoon.
The building was searched and NO bomb was found.
But a 26- year- old Richmond man was quickly arrested.
Police say the person who called in the threat told F-B-I agents to meet him with a payoff-- so they did, with handcuffs.

As authorities investigate Monday's Franklin County moonshine bust, the man who owns the land with the still on it continues to deny any knowledge of it.

Jody Smith of Rocky Mount owns this land in Burnt Chimney -- where agents raided a high-tech moonshine still earlier this week.
The still was found underground -- in a cellar hidden underneath this garage.
Smith says he rented the garage to James Junior Dillon, known as Dick Dillon, but that he died around Christmas in a car wreck.
Agents say the still stopped producing around the time of Dillon's death, but someone had recently stacked enough grain and sugar to start the operation up again.
Authorities think the bootleggers fled just before the bust.
ABC agents say neighbors often pin moonshine stills on a dead person, so it's impossible to place charges.
James Junior Dillon was charged with bootlegging in 1994, but those charges were dismissed.
Authorities say a next- door- neighbor supplied electricity for the still-- but agents say he is disabled and was not part of the moonshine making.

60- year- old Earl Boyd Trump was arrested Wednesday by Christiansburg police.

Legislators are close to letting motorists pick up some speed.
The House Transportation Committee yesterday sent a bill to the House floor that would raise the maximum speed to 70 miles per hour on major roads like interstate highways.
Supporters say many motorists already drive that fast.
But insurance lobbyists opposed the higher speed.
They said raising the limit will increase traffic deaths.

Yesterday the committees advanced bills to reverse the State Board of Education's decision last year to make sex education a local option.
But Governor Gilmore opposes the measures.
Supporters of the mandate say sex education has helped lower teen pregnancy and abortion rates.
The bills would allow parents who object to sex education to remove their children from the program.

It's back to the campaign trail for Governor Gilmore-- sort of.
He'll be travelling today, in hopes of gaining voter support for his plan to cut the car tax.
Democrats in the General Assembly have been pressing for another kind of tax relief, such as a cut in the grocery tax.
They point to the estimated 493 million dollars Gilmore's proposal will cost over the first two years.
Gilmore was elected largely on the car tax pledge.
He said Virginians have spoken -- but some legislators weren't listening.

Decisions on a state reptile and a state soil have been put off this year.
