The selection of Roanoke's new police chief got mixed reaction from the
Former Newport News assistant police chief Joe Gaskins was promoted to
Roanoke's highest law enforcement post, the Chief of Police.
Gaskins and local candidate, Lieutenant David Clayton, were the last two
vying for the position.
Mayor David Bowers yesterday expressed his disappointment that Clayton was
not promoted from within.
But some city council members say City Manager Bob Herbert has done his job
in giving the people what they want.

Gaskins takes over his new position next month.
One man is dead following a high speed police chase through two states that
ended in Danville last night.
Police in Casswell County North Carolina chased the car driven by Gary
Arthur James of Danville into Virginia after he failed to stop for a license
James apparently lost control of the car on Holland Road in Danville- hit a
tree and the car flipped.
He was pronounced dead at the scene.
Police say they called off the chase before the accident happened.
Frank Pennington may have to face yet ANOTHER murder trial--this after
yesterday's trial ended in a hung jury.
Deliberations went on for almost 12 hours yesterday but the jurors could not
reach a decision.

Pennington was convicted in April of 1995 of murdering Bonnie Sue Mullins
and was sentenced to 42 years in jail.
But, defense lawyers later found evidence they said proved Pennington's
innocence and won an appeal of the verdict.
Prosecutors say they're prepared to try the case yet again.
Meanwhile, Pennington remains imprisoned on unrelated federal convictions.
It appears as if the Gilmore administration is coming to the defense of one
of the governor's biggest contributors--Patricia Cornwell.

((The story begins in 1989, when the dismembered bodies of Anna Maria Phelps
and Daniel Lauer are found near an Interstate rest stop east of Richmond.
Their murders are still unsolved.
Enter celebrity novelist Patricia Cornwell, who admits her 1992 best seller
"All That Remains" was partially based on the Phelps and Lauer murders.
Cornwell, after all, worked in the Virginia Medical Examiner's Office.

So the families filed a civil suit against Cornwell last year.
Now they've persuaded 15 lawmakers from both parties to sponsor a resolution
that would study how to better protect autopsy records from unauthorized public
So what about the Governor -- whose biggest individual contributor's
reputation could be on the line with a bill that specifically mentions the
"tragic" impact of "crime novels?"

State and local police are stepping up their efforts to enforce seat belt
It's called Smart, Safe and Sober.
The statewide program is aimed at preventing traffic deaths and injuries.
In 1996 70-percent of all the people killed in traffic accidents were NOT

Vinny Testaverde's future with the Baltimore Ravens is hanging in limbo.
The Indianapolis Colts traded quarterback Jim Harbaugh to Baltimore today
for two draft choices.
Harbaugh was a four year starter for the colts and he led the team to the

Meantime, Jim Kelly will stay retired. Kelly has talked with the Ravens
