The dispute between Rocky Mount and Franklin County over sewer lines and land is headed to court.

So town officials say they will build sewer lines and annex surrounding land so Rocky Mount can get a share of the taxes.

Town leaders don't like that idea so they're filing a lawsuit.

That's when police say a man wearing a black "uniform-like" outfit smashed out the truck's windows.

Police say the suspect drove off in a blue compact car with stolen tags.
