(( It started like a love-fest. The mayor of Cleveland ended his opposition to the merger by embracing his new buddy C-S-X chief John Snow. But if this marriage is going to be embraced by the surface transportation board, the railroad still has some courting to do.
((Sen. Alfonse D'Amato/(R) New York: AND SO I AM NOT SAYING THAT WE SHOULD TURN DOWN THIS MERGER, BUT I AM SAYING THAT ABSENT CERTAIN CONDITIONS AS IT RELATES TO NEW YORK WE ARE ADAMANTLY OPPOSED.))
The powerful chairman of the Senate Banking Committee said parts of his state will not see increased competition. Without that the merger fails to do what Norfolk Southern and C-S-X promised: bring two trains to a part of the country that has been monopolized by Comrail. And then there are the unions.
((James Brunkenhofer/United Transportation Union:WE MADE A BAD SITUATION A LITTLE BIT BETTER.))
Even though James Brunkenhofer's United Transportation Union agreed to endorse the deal, he worries bigger railroads will punish workers for filing accident and injury reports; something that could make railroads look bad.
((James Brunkenhofer/United Transportation Union:THE VICTIM BECOMES THE VICTIM TWICE. HE BECOMES THE VICTIM FOR THE INJURY, THEN HE BECOMES THE VICTIM OF HIS POTENTIAL LOSS OF HIS JOB. WE DON'T DEAL IN HARASSMENT.))

((David Goode/Norfolk Southern CEO:NORFOLK SOUTHERN IS THE SAFEST RAILROAD INK THE UNITED STATES AND WE ARE VERY PROUD OF OUR SAFETY RECORD.))
