In Washington the Surface Transportation Board heard testimony from members of Congress who were split over their support of the merger.
Some are not convinced the plan for Norfolk Southern and CSX to carve up Conrail would guarantee more competition in the industry.
When Norfolk Southern's C-E-O Dave Goode took the stand, he faced some tough questions about how Norfolk Southern would make sure the merger was safe.
