He said shortly after midnight on August 23rd, he heard voices telling him he was worthless, he could not get to sleep, and he was angry at his counselor.

So he says he lit the curtains on fire with a cigarette lighter.
He says he did not realize the whole building would go up in flames.
Bowman will undergo a psychiatric evaluation and be sentenced on September 10th.

This afternoon the flashboards on California's Shasta Dam were opened to create the world's largest man made waterfall.
The lake's high water level was posing a threat to boaters.
El Nino is getting the blame.
Officials say the last time all three flashboards were opened was in 19-83, which was also an El Nino year.
