Salem police say he's responsible for at least one of the fires that have terrorized the Willow River apartments.
Meanwhile, residents want to know who started Sunday's fire -- the most destructive one.
But as Scott Goldberg reports, most people are not willing to wait around for the answer.

The average assessment jumped up nearly 31 percent.
"Citizens for Affordable Government" met tonight in protest.
The group wants an appraisal that would give citizens fair market value on their homes for at least the next six months.
It was suggested that Buena Vista's government would have to turn back the clock to 1976 for that to happen.

Officials have not identified the day care center, but they say they are evaluating all children and staff members.
This strain of E-Coli causes diarrhea with stomach cramps.
Symptoms usually appear two to four days after being exposed to the bacteria.
E-Coli can occasionally be found in some raw foods.
The bacteria can be transmitted from person to person within families or child care centers.

Winston Cup star Mark Martin's rising number of second place finishes have put him so close to winning of late. But, over the weekend he lost for real...he lost in life,
Martin's father Julian along with Mark's step-mother and step sister, were killed in a private plane crash in Ely, Nevada near the Utah border on Saturday.

Quarterback Michael Vick, was ranked the third best player in the state and fifth QB in the nation after his senior season at Warwick High in Norfolk.

There, officials confirmed it to be a "Light Artillery Saber".
Authorities say the single edged specimen was made around 18-10 and is the same type of weapon used by Lieutenants in the Civil War.
The sword's value was not determined.
