The census has to be an actual count of America's citizens... not just an estimate based on a statistical sample.
The three federal judges who heard arguments here in Roanoke a couple of weeks ago... today rejected the Clinton Administration's plan to use estimates in the year 2000.
The decision is a strict interpretation of the Constitution which calls for an "actual enumeration" of the populace.
A number of special interest groups urged the court to allow the sampling technique.
But the court says that's not what the nation's founding fathers intended.[Goodview-fire]
