At first he says, West seemed totally incoherent, but quickly pointed out there was a fire.
The fire was promptly extinquished.
By late afternoon, Yellow Mountain Road was full of fire trucks.
State and city police, along with officials from the fire marshall's office and the Bureau of Alcohol Tobacco and Firearms lifted the truck, hoping to determine how the bomb was detonated just as West approached the truck the second time.
The federal agent in charge here says West is lucky to be alive.

Dublin police say 36- year old Jeffrey Dwayne Cook entered the First National Bank and demanded money around nine- forty this morning.

But the teller did NOT hand over any cash, and the suspect fled on foot.
The bank is right across the road from the Dublin police department, so officers were on the scene in less than a minute.
A Pulaski County sheriff's deputy nabbed Cook about seven minutes later.
When Cook was later taken to jail, he'd swapped his striped hat for a ball cap.
