(((NATS) As President Clinton attended an Irish American Peace Rally, it was clear the White House was getting ready for a political war. The objective: saving the President from impeachment. While Mr. Clinton was all smiles, his lawyers were sending a different message. He is a political target.

(SOT: David Kendall, Clinton Attorney)

"This is personal, not impeachable."
It was a defining day for the Clinton presidency as the House of Representatives voted to release details of the Independent Counsel's report into the Monica Lewinsky affair. Starr claims the evidence "may constitute grounds for impeachment." And that Mr. Clinton pursued a "strategy of deceiving the American people and Congress." The report also contains sexually explicit details of the Lewinsky affair, details some in Congress already vowing not to focus on.

(SOT: Sen. Orin Hatch, Senate Judiciary Committee Chairman)

"The sex is unimportant, it's the other issues we have to closely look at."
Earlier the President was apologizing again for his actions. At an emotional White House prayer breakfast, he went as far as admitting sin, sorrow and promised repentance.

(SOT: Clinton)

"It is important to me that everybody who has been hurt know that the sorrow I feel is genuine -- first and most important, my family, also my friends, my staff, my Cabinet, Monica Lewinsky and her family, and the American people."
