Three constitutional amendments are headed for approval-
but two others are apparently going down to defeat.

Amendements three and four did not pass-
They were intended to boost economic development- First by allowing localities to establish a governing body for a regional industrial park- [board 230]
and second by allowing communities to share the cost and tax revenue from such a venture.
Republican leaders opposed 3 and 4 saying they would lead to taxation without representation.
Ultimately tonight voters also rejected Amendemments three and four. [board 210]
Voters did say yes to allowing lawmakers to determine how much information to make public when a judge is investigated. [board 200]
Virginias are also expanding voting opportuntiies for Virginians living overseas- [board 240]
And Amendment number five also passed- which will enable local governments to elimate a tax on businesses.

Besides the Congressional Races, there were several other issues on local ballots. Voters in Pearisburg and Chatham were asked to decide if restaurants should be allowed to sell mixed drinks. [BOARD 380]
Both localities approved the issue, but it was by a very narrow vote in Pearisburg. With 100 percent of the vote, the referendum passed by just EIGHT votes. [BOARD 330]
The margin was a little wider in Chatham. Mixed Drinks passed there by a 58-to-42 percent margin. [BOARD 370]
Voters in Henry County approved a meals tax. With 100 percent of the vote in, the tax was approved with 64 percent of the vote. [BOARD 320]
In Buena Vista voters decided AGAINST the direct election of their mayor by a 57-to-43 percent margin. [BOARD]
and in Clover, voters decided overwhelmingly to repeal the town charter.

In Indiana, Evan Bayh took back the senate seat for the Democrats...a seat once held by his father. It wasn't a surprise win...but in an election where Democratic gains were all but written off, it's still a big tick on the Democratic tote board. The penny per $10 tax would generate $270 million dollars.
