Authorities have been looking into the confrontation on November 8th that ended with police officer Russell Metcalf spraying 77-year old Goldie Akers in the face.
Assistant County Administrator Don Myers says the investigation is almost complete, but he says there are still a few issues that must be worked out.
Meanwhile, News 7 has learned that Metcalf was accused of using excessive force during an arrest in 1992, but the charge was dismissed.

Franklin County officials now know who murdered a man whose body was found two weeks ago.
But they can't charge the assailant.
The body of 23-year old (Willie Kathy) Willey Cathey was found in the (Sid-norsville) Sydnorsville section of the county.
Authorities say Cathey was last seen with North Carolina resident Frank Kirkland.
Officials say evidence indicates Kirkland was involved in the shooting and burning of Cathey.
Kirkland was already in custody on unrelated charges.
He apparently killed himself while in jail.
He would have been charged with capital murder.
