A big announcement is expected from Governor Gilmore today during a visit to George Mason University.
Gilmore is calling for a 20-percent tuition cut at state colleges and universities.
The cut would affect tuition and fees, and would only cover the 163-thousand undergraduates who are Virginia residents.
The average tuition at Virginia colleges is 30-percent higher than the national average.

Plans are already underway to put an assisted living center on a five-acre section of the property.
City manager Randy Smith says most of the 52-acre site will likely be used for businesses or small manufacturers.
Smith says Yokohama Tire Plant is one of two local businesses interested in the property.
But, opponents insist that rezoning the area for businesses would hurt local neighborhoods.
