(( LOCATOR: CAPITOL HILL.
NATSOT: ARTICLE ONE IS ADOPTED.

If you had just tuned in, you might not have realized that one of the most sacred constitutional levers had just been pulled...
NATSOT: ARTICLE THREE IS ADOPTED.

...the President of the United States was impeached. In largely partisan votes, the Republican-lead House of Representatives approved two of the four articles of impeachment: perjury before a grand jury...and obstruction of justice...in the Monica Lewinsky affair. Mr. Clinton was in seclusion with a minister when the first vote was taken. Later, with his wife and Democratic lawmakers at his side, he asked the country to help him end what he called the politics of personal destruction.
SOT 16:27:15 (CLINTON): WE MUST GET RID OF THE...VENOM...AND

UNCONTROLLED ANGER...THAT IS NOT WHAT AMERICA DESERVES...THAT IS NOT WHAT AMERICA IS ABOUT.
NATSOT: DEMCOCRATS WALKING OUT.

In a political show, the Democrats temporarily walked out of the House to protest their failure to replace impeachment with a resolution of censure. And then there was this:
SOT 4405 (REP. BOB LIVINGSTON/R-LA.): I MUST SET THE EXAMPLE I HOPE

PRESIDENT CLINTON WILL FOLLOW. The man the G-O-P nominated to be Speaker of the new Congress announced he's stepping aside...because of having extra-marital affairs of his own. It shook the House.
SOT (REP. TOM DELAY/MAJORITY WHIP/R-TX.): IT WAS ABOUT HONOR, AND

DECENCY, AND INTEGRITY AND THE TRUTH.
SOT (REP. DICK GEPHARDT/MINORITY LEADER/D-MO.): WE NEED TO STOP

DESTROYING IMPERFECT PEOPLE AT THE ALTAR OF AN OBTAINABLE MORALITY. Then, in keeping with the will of the founding fathers...
NATSOT: HYDE PRESENTING ARTICLES TO SENATE OFFICER.

...the issue was formally handed off to the Senate. STAND-UP (JONATHAN FREED/CBS NEWS): THE QUESTION NOW IS WILL THERE BE A LENGTHY TRIAL IN THE SENATE...OR WILL A DEAL SOMEHOW BE REACHED TO AVOID IT? J-F...WASHINGTON. ))

President Clinton's impeachment isn't a first-- It happened once before. [Take Pinnacle page 1014]
The House of Representatives voted to impeach President Andrew Johnson in 1868. [Next page 1015] The Senate acquitted Johnson, and he completed President Lincoln's unexpired term as President. [Next page 1016]
Years later Johnson was elected to the same body that came within one vote of removing him from office... becoming the first President elected to the Senate AFTER leaving the White House.
