Governor Gilmore declares a state of emergency in the Commonwealth... as an arctic blast thwarts attempts to restore power in Eastern Virginia.
Temperatures are expected to dip into the low teens tonight.
Governor Gilmore hopes the State of Emergency will encourage folks still without power to seek refuge.
There are no power problems in our region, but local shelters are full nonetheless.

Winter left its mark in Pulaski County today.
This morning, many folks awoke to snow.
An inch or more was on the ground across the county.
Today's bitter cold temperatures, however, kept most kids from enjoying the outdoors.
Early this morning, the wind was blowing 35- miles an hour which made for windchills five to ten degrees below zero.

Police believe they've recovered the weapon used to kill a Pulaski teenager, last week.
Authorities on Sunday recovered a nine- millimeter handgun they suspect was used to kill 19- year old John Christopher Dean at the Washington Square Apartments.
Police also recovered a second weapon during their search.
They found a B-B pistol and believe it may have been in the victim's possession at the time he was shot.
One man has been charged in connection with the shooting.
(Ara-med) Arimad (Bog-nude-uh) Bognuda is charged with illegal possession of a handgun.
The director of a home for troubled kids in Campbell County is the target of a sexual harassment lawsuit by a former employee.
Sandy Gregory is named in the four- count lawsuit filed last week by his former choir director Laura Simmons.
Simmons worked at the Patrick Henry Boys and Girls Plantation for 15 months before she quit last December.
She claims Gregory repeatedly committed sexual battery on her, and exposed himself on at least six other occasions.
She's seeking more than 100-thousand dollars in damages.
Gregory would not comment on the suit.
An Allegheny County woman has been told she can NOT sue her boss -- because the law does not protect employees of small companies.
Vicki Lynn Mitchem filed a wrongful termination lawsuit against her former boss Durwood Counts.
She says when she refused to have sex with him, he fired her from a State Farm insurance office.
But an Allegheny judge threw out the case, saying the law does not apply to firms with fewer than five employees.

Grimes plans to appeal the case to the state supreme court.

The death toll in the slaughter of wild horses in Nevada has hit 34.

Two capital murder suspects have agreed to come back to Franklin County.
Timothy Martin and Thomas Akers face capital murder charges for allegedly beating to death Wesley Smith of Roanoke.
Police found the two men on an Indian reservation in Franklin County, New York.
Deputies are bringing both men back to jail in Rocky Mount.
Wythe County's new chief prosecutor won't have to worry about familiarizing himself with the workplace.
Assistant prosecutor Edwin Shaffer was sworn in for the job this morning by Circuit Judge Colin Campbell.
He replaces chief prosecutor Tommy (Bay-ird) Baird-- who recently resigned for health reasons.
Shaffer has worked as an attorney for about 50- years...a span that includes a number of years in Wythe County.

The Virginia Tech men's basketball team was back on the hardwood last night inside the Cassell closing out 1998 with a few of its closest friends in attendance.

Rolan Roberts and his teammates made it, but the Tech band, cheerleaders and many fans were still on their way back from Nashville.
Roberts would make his mark early against visiting Winthrop as he takes the feed from Eddie Lucas and turnss and scores.
Winthrop would make things interesting as the Eagles claw for the loose ball and eventually Rob Wallace would get the bucket.
In fact Winthrop got a few too many buckets in this one. Look at the ball movement that frees up Roger Toxey. He had a team high 16, and Winthrop only trailed by three at the half.
But Eddie Lucas would save the day with a game high
18 points as the Hokies manage to hold off Winthrop and win their fifth game of the season 62-to-55.
The Hokies hit the road Saturday for their A-10 opener at U-Mass.

Then the Knights' prized freshman six foot three inch J.J. Redick would do his thing with the three point bomb.

The Rockbridge Baths native has finally secured his driving arrangements for 1999.

Rick Mast's great adventure during this offseason has finally come to a happy end.
Mast told News 7 sports this afternoon that he will be driving a full Winston Cup schedule next season
for car owner Cale Yarborough.
Just before Thanksgiving of this year, Cale was forced to shutdown his racing operation after a dozen years when his sponsor Thorn Apple Valley meat processors discontinued its financial backing.
But Mast says Yarborough now has a new partner, additional money and a new sponsor that will be announced in the coming days.
Mast says the team will run Fords the entire 1999 season starting with the Bud Shootout in Daytona on February 7th.
His contract with Cale Yarborough Motorsports is a one year deal.
Besides hiring Mast as his driver, Yarborough has also picked up Waddell Wilson to serve as team manager.
