The state ACLU says the whole episode reeks of government censorship - and public library acquisitions should be left to professionals on the library staff.
But Salem Mayor Sonny Tarpley stands behind Smith's decision and says the rezoning issue is over with.
Tarpley adds if the city were censoring the material, it would not have let the meeting be recorded.
