It looks like it's no longer a question of if, but when.
NATO's top commander has given the formal go- ahead for air strikes on Serb targets, so when darkenss falls on Yugoslavia, bombs could also fall.
Meanwhile, top Clinton administration officials were summoned to the White House this morning.
And shortly after eight a-m U-S bombers were seen flying out of a Bristish air base.
On Serb T-V a defiant President Milosevic called on his people to defend the country "by all means."

Both of Virginia's U-S Senators voted FOR air strikes.
John Warner and Chuck Robb were among the 58 Senators who approved the plan.
The House of Representatives did not vote on the issue, but in interviews Representative Rick Boucher said an air strike is the United States' best alternative.
But Virgil Goode and Bob Goodlatte said they would NOT have supported air strikes if the House was asked to vote.
Two people are dead, another hospitalized following an apparent murder- suicide late last night in Lynchburg.
Police were called to 240 Bell Street just before midnight.. that's where they found 27- year- old Harry Eugene Mitchell dead in the front yard.
Inside, Mitchell's ex- girlfriend, 34- year- old Lisa A. Prior had been shot to death.. her sister also had been shot twice but survived.
Police say the shootings stemmed from a domestic dispute.

44- year- old Debra Dawson remains in satisfactory condition at Lynchburg General Hospital.
In Wyoming, jury selection is underway in the trial of one of the two men accused of murdering a gay college student.
Twenty-one year old Russell Henderson and his co-defendant Aaron McKinney are accused of pistol-whipping Matthew Shepard, tying him to a fence post and leaving him to die in 28 degree temperatures.
Both face the death penalty if convicted.
McKinney is scheduled to go to trial in August.
Police patrols have been stepped up and makeshift fences have been erected around the courthouse.
Former Chilean dictator Augusto Pincochet won't be going home anytime soon.
Britian's highest court today upheld his arrest.
That mean's Pinochet will now have to fight plans to extradite him to Spain, where officials want to try him on genocide and torture charges.
A House of Lords tribunal ruled that Pinochet is not entitled to immunity from arrest, despite his status as a former head of state.

Roanoke County Supervisors have given the green light to a new South County high school, despite the objections of some nearby resident.
But opponents may get what they want anyway.
We'll explain in just a moment.

The new South Roanoke County high school has jumped another hurdle.
Roanoke County supervisors approved a conditional use permit last night, despite the objections of residents of Pleasant Hill Drive.
That's the sole proposed entrance to the school site.
Neighbors say the increased traffic will put their children at risk.

In the end, Pleasant Hill residents accepted the inevitability of the of the new school and traffic and asked instead for some relief and protection-- like a traffic light and more access roads.
But that's a problem because if county officials add more access roads, V-DOT will NOT approve a traffic light.... and by itself, the Pleasant
Hill intersection doesn't qualify under V-DOT guidelines.
In the end supervisors removed some restrictions on the permit which will allow school officials to add more access roads to the site, AFTER a traffic light is built.
Franklin County is no longer content to make money from textiles and manufactured housing.
In fact, it's buying lots of high-tech toys to make big business come and young people stay.
County supervisors are applying for seven-and-a-half million dollars to buy the Virginia Apparel building and turn the former textiles plant into a workforce training center.

The workforce training center should be ready in about two years -- the new elementary school in about five years.
Floyd County's commonwealth attorney is concerned the county may have to dig deep into its pockets.
Floyd County is one of eight jurisdictions that will house its inmates at the New River Regional jail in Dublin.
Many were under the assumption the Floyd jail would close once the regional facility opened.
But prosector Gino Williams predicts the local jail will have to be renovated to make it handicap accessible.
Williams says the county has to have an adequate place to keep inmates while they're in court.
The nearby courthouse IS handicapped accessible but building a holding cell there, he says, probably wouldn't work.

An architect is currently looking into the situation on the county's behalf.
At the Commerce Department today President Clinton unvield a potrait of former Commerce Secretary Ron Brown.
The President spoke breifly before unveiling the portrait of the former Commerce secretary and Clinton friend who was killed in 1996 in a plane crash in Croatia.
Brown was facing an ethics investigation at the time of the crash.
The President said Brown, believed that everybody ought to be lifted up and brought together.

Ricky Stokes has been hired as Virginia Tech's new men's basketball coach.
Published reports say the former Cavalier will be named as the Hokie head coach in a press conference this afternoon.
Stokes led U-V-A to the final four twice, playing in a school-record 134 straight games, and receiving the Naismith award in 19-84.
He spent this past season as an assistant at the University of Texas, after stints as an assistant at U-V-A, Bowling Green, and Wake Forest.
He replaces Bobby Hussey, who was fired earlier this week, after compiling a 23 and 32 record in two seasons. [Mancu
Express General Manager Tony Mancuso is leaving the team at the end of the regular season.
Mancuso told the team he's accepted a job outside of hockey in his native Rhode Island.
He joined the Express in May of last year, after serving as G-M of the Tallahassee Tiger Sharks.
The Express has already formed a search committee to find Mancuso's replacement, and before leaving, Mancuso will help transition the new General Manager.

The Express ran out of luck last night against Dayton, falling to the Bombers 5 to 4.

Dayton took a three to one lead, but the Bombers couldn't hit the target when Roanoke had two players in the penalty box. Goaltender Dave Gagnon had 22 saves in the losing effort.
Dayton's Bobby Brown got this shot to go through the crowd in front of the net.
The Express heated things up in the second period. Nick Windsor winds up from outside to bring Roanoke within one.
But the Express stays winless against Dayton this season, with the five to four loss.
Yesterday's trading deadline in the NHL didn't go unnoticed. At least 17 trades were made, including three in Detroit.
The Red Wings acquired perennial all-star defenseman Chris Chelios from the Chicago Blackhawks in exchange for Anders Ericksson and two future first round draft picks.
Detroit also picked up left winger Wendel Clark and goalie Bill Ranford from Tampa Bay.
And the Red Wings will now have the services of the Ranger's Ulf Samuelson on defense.

Cal Ripken Senior is fighting for his life today.
The former Orioles manager has been battling lung cancer since being diagnosed in October.
The elder Ripken had a 36-year association with the Orioles as a minor-league player, scout, coach and mananger.
During that time he became the first person to manage two sons--Cal Junior and Billy--at the same time.
Cal Junior left the Orioles training camp yesterda to join his father in Maryland.
The NIT, hosted its Final Four last night in the Big Apple.
In the opening game, California hammered Oregon 85-to-69.
