Virginia's Parole Board says it's only turning down the worst of the worst for parole these days.
Trouble is, that's mostly who's left since Virginia abolished parole in 1995-- so the parole grant rate is at an all-time low.

Julian Morris has been in prison since he was 16.
He's now 34.
