This is what Carvins Cove should look like this time of year... instead, children play on the lake bottom... a place where, last year, the water would be a dozen feet over their heads.

The chart on City Utilities Director Kit Kiser's wall tells the story.
He's been worried for three months, if May passes without significant rain... the situation gets serious.

Under heavy use, the level can drop a foot every week... with that in mind, the City utilities director says there's a "good possibility" voluntary water conservation WILL become mandatory water restrictions this year.

And at the same time, the city will be selling two and a half million gallons a day to the County... where the Spring Hollow reservoir is FULL.

City officials say they HAVE to sell the water. Some North County residents are still connected to the city system and don't have access to Spring Hollow. The City signed an agreement to keep them supplied will into the year 2000.

The water transfer is responsible for about 15 percent of the drain on Carvins Cove.
