In fact, the bombing continued even as Yugoslav President Milosevic began the first of two meetings with Russian and European envoys yesterday. When their talks ended this morning, Serbian leaders overwhelmingly approved the deal_some feeling there was no option left.

In that two months, hundreds of thousands of refugees have fled Kosovo. NATO insists a deal must allow for an armed international peacekeeping force to help the ethnic Albanians return. What is still unclear-- whether leaders in Belgrade have accepted this part of the plan unconditionally.
