Virginia is the only state in the nation to use (OFF-ensive) offensive fighting techniques on young prison inmates.

Now one has died and the program is coming under fire. It is the only death in the ten year history of the state department of Juvenile Justice.

Now department employees are fighting back-- with a demonstration for the media of just how they physically subdue the juvenile inmates.
The so-called "Handle With Care Plus" program has drawn criticism from some Juvenile Justice board members, who say they never approved it.
