It's the first time in RECENT history that taxpayers here have rejected a school bond.

It came amid a low turnout at the polls, according to the Circuit Court Clerk's office, which counted the votes.

About 23-percent of registered city voters participated.
The bond WOULD have been used over six years to bring air conditioning and other energy improvements to 7 schools.

It also would have built a new elementary school and eliminated 22 modular classrooms.
Supporters of the bond said it meant only a slight increase in taxes.
But opponents said the bond was too large to pass all at once and needed to be split up.
