A national commission is meeting tomorrow in Williamsburg to discuss taxing the Internet.
Governor Jim Gilmore will lead the 19 member panel.
As of now sales over the Internet are tax free.
Many in the business say keeping it that way will help the economy grow faster.
But conventional merchants fear online shopping is robbing them of customers and local governments also worry e-commerce is taking tax dollars out of circulation.
Governor Gilmore doesn't sound optimistic. He predicts it will be really tough for the panel to reach a consensus.
Tomorrow's panel was created by Congress to establish a national policy. Congress wants to have new laws ready before a ban on new taxes on electronic sales expires in October of 2001.
New research shows online sales are rising 300 percent a year, and could top 200 (b) billion dollars in the year 2000.

"By allowing such a story to air, you have become no better than the tabloid magazines and television programs I refuse to read and watch. Rev. Slaughter is not my pastor, nor am I a member of his faith, but I believe every person deserves privacy in matters such as these."
A fellow clergyman also disagreed that this was news. But he had a slightly different viewpoint.
"I do not recall any news report by WQDJ on the positive ministries that West Salem Baptist Church has been involved in our community, and there have been many positive and good ministries that this Church has contributed to the residents of the Roanoke Valley. I will continue to watch your news programs because I believe an honest judgment by the news editors was made, but I do expect to start seeing some positive reporting on the ministries, activities and churches that contribute to the residents of the Roanoke Valley."
And a Christiansburg viewer applauded our coverage.
"I think your coverage of Reverent Slaughter's resignation was appropriate and newsworthy. As a minister of the Gospel he is a public servant and open to scrutiny just as our mayor or anyone else in the public eye. Did you not report also that his spouse had forgiven him? Not once did I hear sensational wording or any bias on your part. Please keep up the good work you do as an excellent source of news."
