Inching toward mandatory conservation measures with no more than drizzle to stem the drought.

Keith, we're now almost 23 feet below the spillway at Carvins Cove, and that's a number residents of this neghborhood will be watching closely... because we're now about one foot away from mandatroy restrictions.

Bill Kinzie's yard and garden are drying up... but he's heeding the city's call for voluntary conservation.
The afternoon brought a light rain to Kinzie's neighborhood, but no relief at Carvins Cove where the water level continues to fall.
[IN Q=If you just listen to the news]
[OUT Q=please conserve.]
When the water level at Carvins Cove reaches 24 feet below the spillway, city council has authorized mandatory restrictions on the non-essential uses of water, such as watering lawns, washing cars, filling swimming pools even serving water in restaurants except on request.
Initially Conservation officers will patrol the city, educating the public and issuing warnings to all but the most flagrant violators.
When the water level falls to 30 feet below the spillway however.... penalties and higher rates will be a reality.
Out at the Cove... the stiuation is clear to fisherman Jerry Riddleberger.

That's the ruling from the commonwealth's attorney who says Hobbs' contract with the city does NOT violate the conflict of interest rule.
