Bill Kinzie's yard and garden are drying up... but he's heeding the city's call for voluntary conservation.
The afternoon brought a light rain to Kinzie's neighborhood, but no relief at Carvins Cove where the water level continues to fall.

When the water level at Carvins Cove reaches 24 feet below the spillway, city council has authorized mandatory restrictions on the non-essential uses of water, such as watering lawns, washing cars, filling swimming pools even serving water in restaurants except on request.
Initially Conservation officers will patrol the city, educating the public and issuing warnings to all but the most flagrant violators.
When the water level falls to 30 feet below the spillway however.... penalties and higher rates will be a reality.
