Kim-Stan had to collect, haul away, and dispose of the hazerdous materials leaching from the site. The landfill was closed for about two weeks. Then the trucks were legally delivering out of state garbage again. The state had closed Kim-Stan, but a federal magistrate re-opened the site. In July, the Attorney General's office struck a deal with Kim-Stan imposing 200-thousand dollars in fines, but allowing the site to remain open. That angered a lot of residents.
At the same time, there was still a call to clean up the site. A federal judge ordered Kim-Stan to stop the flow of polluted liquids into nearby streams. The state water control board kept a close eye on the situation, requiring Kim-Stan to clean up the contaimination and stop the seepage into the groundwater and the Jackson River. Kim-Stan had to comply with the state code.

In less than a year, State officials said Kim-Stan landfill had failed to clean up it's act and the state should move quickly to stabilize the site.

An accident on 220 last night claimed the life of a Clifton Forge man. It happened north of route 17-06 in Alleghany County at around eleven PM.
Police say fifty year old George Lewis Morgan Junior ran off the right side of the road and hit an enbankment.

The car then crossed over to the left, went over an enbankment, and became wedged between two trees.

Morgan later died at Alleghany Regional Hospital.[11Campbell-Shooting]
