State Police are reviewing a report on the Superintendent at Virginia Military Institute... examining Josiah Bunting's use of discretionary funds.
The State Auditor turned the case over to the State Police Criminal Investigations Bureau a week ago. The report scrutinizes a 100-thousand dollar account- -money that comes from private sources, such as the V-M-I Foundation- -but it is subject to state purchasing regulations.

Records in the business office show payments from the Superintendent's allotment that would not be authorized at any other state agency: $16,000 for flowers, for example; numerous personal gifts from the Superintendent; a $1500 retirement party.

While the audit was limited to the $100,000 discretionary fund, published accounts have focused on a $35,000 renovation of the Superintendent's office- -apart from Bunting's purchase of $12,000 worth of books- -and a 400-thousand dollar face-lift for the Superintendent's home on post. [standup]
[RUNS=:17]

There's evidence Bunting tried to cut the cost. In a note to V-M-I's business manager, Bunting argued against air conditioning in the house, saying "we don't have that kind of money."
Apparently he lost the argument to those who felt A-C was necessary to preserve the home and its furnishings.

Bunting- -who's paid 258-thousand dollars a year- -was not on Post today.

Severe weather last night and today may have played a role.
Shortly before the fire started, a storm blew through the area and knocked out power.
At this point, fire officials believe a power surge when electical service was restored may be to blame.
The fire apparently started near an electrical box on the front porch.
It took volunteers from several fire departments to fight the fire.
No one was injured.
