Arguments begin today in Richmond federal court concerning a lawsuit challenging Virginia's new garbage import laws.
The original lawsuit was brought by Waste Management, which operates five Virginia landfills.
Virginia officials say New York City belongs in the case because it produces much of the trash that Waste Management carries.
