(( The warning came only minutes before the tornado hit. It was lunch hour when this twister swept into downtown Salt Lake City. The dramatic pictures caught on tape from nearby buildings and remote television cameras. The black funnel cloud uprooted trees, ripped roofs off buildings and sent debris flying. The storm also ripped through temporary buildings and tents housing a retailer's convention. At least one person was killed, dozens injured.
"He's hurt real bad. And I am hurt too. It swept out of no where, it was wild." The downtown area looked like a disaster zone with trucks overturned, power lines down, and windows blown out. Paramedics tended to victims among the debris. Helicopters were used to evacuate the injured.
"It went as fast as it came...we ran to the back and saw debris flying." The governor has declared a state of emergency...and the American Red Cross is rushing additional blood supplies to the city. Damage is estimated in the millions of dollars, all from a tornado that rarely strikes in this State.))

Assuming both governments sign the new contract ... the county will no longer be required to buy city water -- something it's been doing for 20 years.
The county now guarantees it will SELL up to four million gallons a day to the city -- if the city requests it.
Water will cost two-dollars-and-75-cents for one thousand gallons.
To pay for the deal ... the city will hike water rates twice: eighteen percent in January, 2000... ten percent a year later.
For the average household... that means water bills eventually go up about three dollars a month.

The city is still under mandatory water-conservation measures.
County residents are asked to cut back as well.

Jewish leaders claim it's the handbook for the `Phineas Priesthood', a group which perverts Bible passages to justify racist and anti- Semitic acts of violence.
Hoskins is not talking with the media, but he released a statement saying "I find it difficult to understand what a book about economics has to do with shooting Jewish children in California."
He goes on to say "it's inconceivable that someone at this late date should suddenly become agitated and rush out to murder children."
