The water war is over and it looks like neither side got soaked.
Roanoke City and County came to terms today on what's being called a "long-term" solution to the water crisis.
But no one is suggesting this will solve the city's present water shortage.

Keith ... ever since Carvins Cove started evaporating ... it seemed like the easiest ... and cheapest ... solution was to turn a few valves and let water flow between here and the county's overflowing reservoir.
The pipes will be in place to do that next month.
The political obstacles were removed today.

The new water contract says the county isn't required to buy city water anymore... something it's been doing every day for 20 years.
Now the county guarantees it will SELL the city up to four million gallons a day, if it's requested... at a cost of two-dollars-and-75-cents per thousand gallons. [pre pro 2]
To make up for lost revenue, the city will hike water rates twice:
Eighteen percent in January 2000...
Ten percent a year later.
For the average household ... it means water bills will go up about three dollars a month.
But in the COUNTY ... where water rates are twice as expensive as the city... supervisors chairman Bob Johnson said people who get their water from the Spring Hollow Reservoir can expect water bills to get cheaper.

Hoskins is not talking with the media, but he released a statement saying "I find it difficult to understand what a book about economics has to do with shooting Jewish children in California."
He goes on to say "it's inconceivable that someone at this late date should suddenly become agitated and rush out to murder children."
