It happened near the Hanna's Court Trailer Park in Roanoke this evening.
The tanks were part of a construction project, where workers have been pumping water out of a section of the river.
High water over-ran a temporary dam, flooding the pumps and washing away the tanks.
Officials say the tanks were sealed, and did NOT leak.
The contractor says he didn't expect the water to rise so quickly.

Labor Day is the official start of the November election season so many politicians will be at the celebration including Chuck Robb. This isn't his first appearance. A viewer in Rocky Mount [Carole Muncy] wrote:
I am amazed that the assault of a child carries less penalty than the assault of an adult person. Mr. Bedrosian had no right to spank that child. If the child was causing a problem, he could have picked up his infant and walked away, addressing his problem to security and letting him handle it.
The judge shows even poorer judgment than Mr. Bedrosian. I'm not surprised the mother left with no comment - I would have been speechless with disgust myself. Perhaps Mr. Bedrosian can provide the public with a list of people that, in his esteemed view, need disciplining, then the public can decide if they want to vote for him.
