President Clinton has refused to turn over documents related to his Puerto Rican clemency grants.
The President cited executive privilege.
The clemency grants stirred up a political firestorm of criticism from law enforcers and congressional Republicans.
The lawmakers had sought the documents to find out just how and why the decision was made.
Some say it was designed to garner Puerto-Rican votes in Mrs. Clinton's bid for the Senate.
