Another day and still no sign of relief for residents in eastern North Carolina... where flood waters have taken over an 18-thousand square
mile area.
So far more than 20 people are confirmed dead, 1500 still stranded, and
10-thousand are sleeping in shelters.

President Clinton today toured the hard-hit areas.. talking to the people affected... assuring them help is on the way.

We have already authorized FEMA for direct federal assistance to clean
up the 66 counties in North Carolina that have been hurt. Today the Dept. of Agriculture will approve a disaster food stamp program to help
people who need help to get food for their families. People who need it ought to take it.
But even so, for the people who live here... matters only seem to be getting worse.
Farmers are finding fields of dead poultry and swine. Their livestock barely surviving. Hundreds of roads remained closed.. and rivers are
steadily rising in some areas... leaving residents to wonder and how much more will they have to endure.

But the prosecutor argued West shouldn't be looking around the cab, while driving a tractor trailer at 66 miles an hour.
The judge also convicted West on a misdemeanor reckless driving charge, giving him a thousand dollar fine and a six month jail sentence.
