Graduation rates at Virginia's public colleges are getting worse, with a few exceptions.
Virginia State registered the largest decline, dropping from 33 percent to 26 percent last year.
Norfolk State and Old Dominion also saw large drops.
Not all schools saw declining graduation rates. Virginia Military Institute's number increased 12 percent, from 56 to 68 percent.
But many school officials say the numbers can be misleading.
Colleges in urban areas tend to have more part-time and adult students and so have fewer graduates.
