((A defeated looking Senate Minority leader strode to the podium to declare he and the White House had done their best.

SEN. TOM DASCHLE, D-MINORITY LEADER They and we have come to the conclusions there's nothing else we can do.
Barring a last minute miracle, negotiations to hold off the vote that will kill the global nuclear test ban treaty are over - A victory
for the Republican leadership - an embarrassing foreign policy defeat for the President.
If ratified, the treaty would have globally banned the testing of any nuclear devices. The world's newest nuclear powers, including
Pakistan, were waiting to see how the U-S reacted before deciding whether to jump on board.
But Pakistan now has other worries - and so does the U-S. A. bloodless coup has left the military in charge - and put its neighbor
India - also a nuclear threat - on high alert.
CAROL GIACOMO, US INSTITUTE OF PEACE:
"Who knows what would encourage one of the other to use that weapon.

Although both have voluntarily greed to stop any further nuclear
testing, experts warn that could change in a heartbeat.
STEPHEN COHEN, BROOKINGS INSTITUTION
"Pakistan sits in the middle of a very unstable region and when
Pakistani politics themselves become unstable, I think we would all be concerned."
And with more than 80 percent of the public in favor of ban on nuclear testing, the defeat of the treaty is already becoming a
campaign tool that Democrats warn will be used over and over again.
SEN. JOSEPH BIDEN, D-DE
"Do you want to be voting down a treaty on the day when there's a coup
in Pakistan? Good luck folks, good luck."))
