The president will make the announcement from the top of a mountain in the George Washington National Forest.
He's expected to set aside more than 40 million acres of federally owned land, protecting it from logging, mining and other development.
The plan is being criticized by logging companies, but cheered by environmentalists.
Most of the protected land would be in the Western states, but the order could also affect sections of the George Washington and Jefferson National forest in central and southwest Virginia.

The state has approved a plate for the group but won't allow use of the Confederate battle flag.
Virginia argues that the organization has no grounds to sue because state law says 350 members of any group must buy a plate before the state issues it.
The Sons of Confederate Veterans haven't done so.
