Abstract
Summaries of the net benefits associated with water use in
excess of projected 1980 water use in Portsmouth and in Norfolk; Virginia
Beach, and Chesapeake (NVBC) are presented in Table 6.1 and in
Tables 6.2 and 6.3, respectively. The net benefits shown in these
tables represent the differences between the WTP for, and the costs
incurred in the provision of quantities of water used in excess of projected
1980 use. The benefits and costs of the different responses
were examined in each year from 1980 through 2030 for the high and low
elasticity estimated demand curves. The net benefits are expressed
as present values in 1980, based upon a discount rate of 6.375%, and
are given in terms of the 1977 price level.
