Abstract
The primary purpose of this study was to describe the administrative
development of the Elementary School Guidance Program in
Norfolk, Virginia, from 1973 to 1976. The secondary purpose was
to present methods and procedures that could be used by school
systems to implement and evaluate an elementary school guidance program.
