Exemptions Possible?

(Editor's note: Although news reports have indicated that exemptions listed in the following memo might not be in effect, the university will operate under the memo's guidelines until further clarification is available.

President Paul Torgersen sent a letter to Secretary of Education Beverly Sgro's office on Friday requesting exemptions to the hiring freeze directed by the governor's executive order.

He received a faxed response from Sgro authorizing the following (directly quoted from her letter):

"Exemptions are granted for the following positions: sponsored programs, graduate assistants, temporary and part-time faculty members, police, student wages, and auxiliary enterprises for direct service to students. Faculty positions are likewise exempt, although I hope you will use this freeze as an opportunity to implement your restructuring plan."

Our interpretation of these exemptions indicates that E&G-funded classified positions and regular wages are still frozen. We will be seeking further clarification on (1) faculty positions to determine if administrative and professional faculty positions are included in the exemption, and (2) how broadly we can apply the exemption for our auxiliaries.

We also have additional information on the incentive-based voluntary-separation program (Incentive Plan). This plan applies only to classified staff members and is not in any way linked to a retirement-incentive plan.

The Department of Personnel and Training will send each staff employee an Incentive Package Plan on or about December 15, and employees will have from Jan. 1, 1995 through Feb. 28, 1995 to submit their request to participate.

Notification of acceptance in the program will occur on April 1, with April 15 being the date for termination of employment. At the present time, we do not have information on the criteria for participation, but expect this to be included in the package each employee receives.

Please assist us in getting this information out to all your faculty and staff. We will keep you apprised of any additional information and clarification as we learn it."
