James B. Osborne, age 82, of 2426 Richelieu Ave. S.W., died Wednesday in a local hospital. He was a retired General Solicitor for the Norfolk and Western Railway and was a member of the Roanoke Chapter of the National Railroad Historical Society. Surviving are his wife, Gwendolyn Eymer Osborne; daughter, Emily Osborne Baur, Boardman, Ohio; sister, Rosemary Osborne Pitts, Cuyahoga Falls, Ohio; a number of nieces and nephews. Funeral services and burial will be Thursday, March 8, 1990 in Marshall, Michigan. In lieu of flowers, the family requests that memorials be made to the Roanoke Chapter of the National Railroad Historical Society, P.O. Box 13222, Roanoke, Va. 24032.
