BILL TO SPUR VOLUNTEERISM CLEARS SENATE

A $125 million bill to kindle the spirit of volunteerism will get Americans away from "the values of Wall Street and go back to the values of Main Street," a lawmaker says.

The measure is aimed at encouraging activities ranging from teaching reading to cleanup drives in the nation's forests and parks. It goes to the House after being approved Thursday in the Senate after four days of intense bickering and maneuvering.

It would authorize $125 million for volunteer programs through the end of the fiscal year that starts Oct. 1.

"What we do in this bill is begin to get away from the values of Wall Street and go back to the values of Main Street, of neighbor helping neighbor," Sen. Barbara Mikulski, D-Md., said after the 78-19 Senate vote.

The bill would earmark $25 million for school-based programs, involving teachers' aides, tutoring and teaching reading. It also would provide $35 million for a youth service corps, involving park and forest cleanup programs for volunteers 16 to 25 years old.
