TROOPS IN PHILIPPINES TRAP CABINET MEMBER

Troops loyal to a governor wanted for trying to topple President Corazon Aquino surrounded a hotel in a provincial capital before dawn today, trapping a Cabinet member and taking a general captive, officials said.

The Cabinet member, Local Governments Secretary Luis Santos, and Brig. Gen. Oscar Florendo had gone to Tuguegarao to negotiate the surrender of suspended Gov. Rodolfo Aguinaldo, but officials said no talks were under way today.

Officials said forces loyal to Aguinaldo launched the operation after learning that government troops planned to raid his stronghold.
