Although Attorney General Mary Sue Terry found no legal impediment to his serving on the board, Beyer resigned last week from the panel.
David Blair, a spokesman for the wealthy Northern Virginia car dealer, said Beyer and Wilder had talked and Beyer had offered his resignation whenever the governor wanted it.
Unnamed sources told the Richmond Times-Dispatch that Beyer and Wilder had agreed some time ago that Beyer would step down when the governor appointed his secretary of transportation.
When Wilder named John G. Milliken of Arlington as his transportation secretary Wednesday, Blair said, Beyer felt it was the appropriate time to give up the post he has held since 1986. His term would have ended June 30.
With Beyer's new duties, Blair said, he thought it was appropriate for someone else to fill the post. That gives Wilder another appointment to the board, which oversees the spending of billions on highway projects.
