The deal, which marks a sharp departure from traditional practice in the electric power industry, was approved last week by the Federal Energy Regulatory Commission. The plant will burn natural gas supplied by a new 120-mile, $65 million pipeline that will link existing gas lines in Loudoun County and the Tidewater area. The 650-megawatt plant in Hanover County, about 30 miles north of Richmond, and the pipeline are scheduled to be completed by the end of next year, the owners said.
Industry officials said the Mitsubishi project will be the first of its kind in this country. It also marks the debut of the Japanese in an industry that affects virtually every household and business in the United States. - Washington Post
