AUTO-SALES DISCLOSURE BILL PASSED

Sen. Joseph Gartlan said his was a typical story of outrage at the hands of a car salesman. Except that the buyer got even.

After all the haggling and the handshake with the salesman on a bottom-line price, out came a form that tacked on a $250 "processing fee."

Gartlan, D-Mt. Vernon, said he argued strenuously, but the dealer won.

Now Gartlan has won the second round. On Monday he succeeded in getting the General Assembly to pass a bill requiring prior disclosure of any processing fees.

The legislation goes to Gov. Douglas Wilder today.
