"I have more free time now to do things," said Lane, 62, who is a retired Radford Army Ammunition Plant worker.
"I want to get the town to work on a different goal. . . . We have to build up a relationship between the merchants and Town Council and attract [the merchants] back into town. Right now, we don't have that."
He cited the relocation of the post office and Floyd County Furniture to locations outside the town limits as part of the trend he hopes to reverse.
Lane served as mayor from 1974 to 1982 and was on Town Council from 1967 to 1974.
He has lost to Williams in the last mayoral two elections.
Lane did not file in time for re-election in 1982 but was a write-in candidate. In 1986, he was on the ballot and lost 86-61.
