Smoking restrictions: The Senate voted 33-7 and the House of Delegates voted 77-22 to pass a compromise bill to limit public smoking statewide and allow localities to adopt tougher restrictions if they meet a state standard. Story on A1

\ Non-prescription drugs: Gov. Douglas Wilder succeeded in having the House approve an amendment repealing the sales tax on non-prescription drugs in 1992. The amendment was added to a liquor pricing bill, which the House passed 86-12. Story on A1

\ Solid-waste tax: The House voted 61-35 to impose a solid-waste tax on businesses to help localities deal with growing trash problems.
