WILDER GETS TO PICK MEMBERS OF PANEL TO RUN ANTI-DRUG FUND

Gov. Douglas Wilder won a small victory Thursday when the Senate agreed that he should be the one to appoint six legislative members to a new Local Anti-Drug Trust Fund Authority.

Some members of the Senate, led by Sen. Joseph Gartlan Jr., D-Fairfax County, argued that the legislative members should be appointed by leaders of the Senate and House of Delegates, as is true with most study commissions and other bodies that have legislative representatives.

"The issue goes to the cold question of separation of powers," Gartlan argued. But he was able to get little support for an amendment that would have reserved the appointment power for the General Assembly.

Wilder had specifically asked that he be allowed to name the legislators to the authority, which will distribute money raised privately to help finance drug enforcement.

The Senate passed the bill 32-6.
