BUSH TARGETS BASES FOR NICARAGUAN AID

President Bush is targeting planned construction at several military bases scheduled for closing or realignment to help finance a $300 million aid package for Nicaragua.

The letter detailing the proposed sources for the assistance caused consternation Wednesday among lawmakers who complained in January when Defense Secretary Dick Cheney announced his candidates for closure that the list was partisan.

Cheney recommended closing or scaling back more than 72 domestic facilities and 14 overseas installations, but faces an uphill fight trying to persuade Congress to accept that list.

Complicating the situation is the administration's decision to include several of those facilities on its list of possible sources for Nicaraguan aid.

The list was sent to members of Congress this week; The Associated Press obtained a copy Wednesday.

A total of $31 million would come from canceling or delaying work on an automated record fire range at Fort Ord, Calif.; the Porter River road bridge and physical fitness training center at Fort Knox, Ky.; and barracks modernization, battalion headquarters and a vehicle wash facility at Fort Hood, Texas.

Savings from canceling plans to build a hazardous and flammable storehouse at the Philadelphia Naval Shipyard would total $10 million.
